Director of the Massachusetts State Lottery
Treasurer Timothy P. Cahill appointed Joseph C. Sullivan, Executive Director of the Massachusetts State Lottery, on February 3, 2003, making Sullivan the eighth director in the Lottery's 31-year history. He brings 17 years of experience in public service to one of the most successful lotteries in the United States. Before his appointment he spent 11 years as a State Representative and, previously, six years as an executive member of the Braintree board of Selectman.
As the Executive Director of the Lottery, Mr. Sullivan is charged with the operations of over 400 employees, five regional offices, and the allocation of $4 billion dollars of annual revenue. Six weeks into his tenure, Sullivan implemented a modification of the Lottery game Keno that resulted in a 15 percent increase in sales. He intends to enact similar changes to other Lottery games in order to maximize net revenue, which goes directly to Massachusetts 351 cities and towns for educational funding, public safety, and infrastructure programs. Last year, the lottery returned over $800 million dollars to the State's municipalities. Sullivan is also committed to developing improved management and operations of the agency as a better means of serving the communities of Massachusetts.
Prior to his appointment as Executive Director, Sullivan was elected to the Massachusetts State Legislature for six terms. In the legislature he was considered to be an important voice for economic development. In 1997, he became House Chairman of the Committee on Transportation. A promoter of public transportation, Sullivan was at the forefront on issues such as the Massachusetts Bay Transportation Authority's forward funding legislation, commuter rail expansion, and increased funding for transportation projects throughout the state. Sullivan has earned recognition as a thoughtful, energetic, and enthusiastic public official who aggressively advocates for sound economic development and community planning policies that improve the quality of life and economic viability for the Commonwealth of Massachusetts.
A graduate of the University of Massachusetts at Amherst, Sullivan holds a masters degree in Public Administration from Harvard University, John F. Kennedy School of Government, Mr. Sullivan resides in Braintree with his wife Barbara, and their two children, Molly and Patrick.
